Cold Snap in Europe

There has been a recent cold snap in Europe which has reportedly killed 300+ people. Some communities in Italy, Bosnia and Romania have been rendered inaccessible due to erratic weather conditions such as heavy snowfall. A dam in Bulgaria burst due to heavy rain and snow melting which caused a death of four people. This is all due to Arctic Oscillation which can bring warmer or cooler weather to the United States and Europe. Currently, it is in the negative stage which favours colder weather.
